Spawner and worm evo factor requirement
Like biters and spitters, these should only be generated at certain evo factors.
Currently, mods that add higher level ones end up with high invulnerable versions in early game and fragile ones late game since unlike biters you cannot have the unit stats scale with enemy power.
This would effect both initial spawned bases, and biter expansions.

I know they did add something in 0.13 related to this... Though I think it's just "Distance from starting area". So you might not be able to have a leviathan worm on your doorstep, but if you wander far enough you can still find them at evolution factor 0.
This is pretty much why I was reluctant to add new worms in the beginning... I didn't want these to appear on your doorstep on map creation.
