Loading of train fuel get stuck

after update i had a train that ran out of fuel at one of my stations. the train was facing east(to the right) 3 stack inserters the north pointing at the train with blue belt to the north of them. all conditions needed were met but the inserters refused to load the empty train with fuel. i had to manually add fuel to the train before the inserters would load. now i'm not sure if this was just a migration bug or an actually game bug. i will watch closely and report any additional findings but i have not been able to duplicate this bug as of yet due to loading or unloading fuel into train manually seems to correct this issue. i do not have a screen shot of the train being out of fuel but this is the station the bug happened at while docked and pumps attached.

I feel dumb please mark this as not a bug as i was able to duplicate it in no power situations. the conditions were perfect to make it seam as a bug but was working as intended.
I think it best fits under the category of stupid player.
