Dynamic Burner Inserter

This is a request for a tiny mod, which adds a better type of burner inserter -- one which runs faster the more energy is inside it, and slower the less energy is inside it.

If it's just started burning a piece of coal, it runs a bit faster than the vanilla constant speed burner inserter; as the energy from that piece of coal gets used up, it moves slower and slower and slower. If you put a piece of nuclear rocket fuel in, it moves lighting fast (at first), much much faster than a blue inserter, and slows down a tiny bit with every swing.
