[0.17.66] burner inserter working without fuel when newly placed

When placing a new burner inserter it works for a limited number of swings, even when not supplied with fuel, acting as if it had fuel available. It works for the equivalent of one coal (one wood maybe? Not sure) before displaying the "no fuel" icon and stopping its swings. the fuel bar remains empty, as does the fuel slot. Yet the inserter works.

If you need additional info, please let me know, I don't know what else to supply. In the game I am currently in it is 100% reproducable, haven't tried launching a new game.

This was actually a feature added long ago, to prevent the tedium of manually filling the burner inserters the initial fuel
