Pretty straightforward. Beacons with 2 Efficiency Modules only reduce the power consumption by 50% vs 100%. This is tested on Assembly Machines and Miners. Miners and Assembly Machines were loaded with Productivity Modules and Beacons filled with Speed Modules nearby. So at the example I'm looking at right now, power consumption is at around 880% on the Assembly Machines. I add a Beacon with 2 Efficiency Modules (Combined 100% power reduction) and only receive a 50% reduction (830%).
No mods, pure vanilla freeplay game.
Note: I haven't tested this with lower tier modules.

Strange. Thanks for the info. Does the "Energy Consumption: -50%" description need to be corrected when placed in a Beacon, then?

When hovering over beacon there is: "Distribution efficiency: 0.5" that is precise enough. 1xEM3 that reduces power by -50% when put into beacon will reduce power of each crafter in range by only -25%

It is no bug. Only half of the modules effect is transmitted.

A beacon's effect transmitted is only half of the effect of the modules within. So, two of the same module = one module's worth transmitted.
