Distractor capsules use lasers, but they no longer require Laser tech to build in 0.17.60.
In previous versions, the tech tree went: Laser -> Military 3 -> Combat robotics 2
Now that Laser requires blue science, it was removed as a Military 3 prerequisite.
Laser should be added back in as a prerequisite for Combat robotics 2.

These "bug reports" are a waste of time... I don't know why we ever let someone start meddling with prerequisites. All it does is make the technology graph ugly.

Note that this was already the case in 0.17.59... when was the pre-requisite for Military 3 changed? (I can't seem to find it in the changelogs...) In 0.17.0 I guess ?
