1) Open Map editor
2) Show alert message. In my case [Missing rail].

Move somewhere, an alert message also moves like a wallpaper.
I think it is a bug.

3) save the data
4) load the data

You can see alert message still exists at the place.
I think it is a bug also.

This is most likely same what i found but did not post bug report:
Alerts for "not enough tracks" use game time to animate, but since you are in editor with paused time, it will stay where it is until you resume game time.
In my case, easiest way to reproduce is to get 2 rail tracks to inventory, place first one, enter rail planner and try to put long section. Rail building action will be aborted with following alert "not enough tracks" that will be red and will not animate (move up and dissapear after some time)

Most likely "minor issue" as it requires using editor (does not affect normal gameplay)

Thank you very much.

I confirmed that "use game time to animate".
This case is not a bug.

I thought "game time" and "message animate" are separated.

It looks there are at least 3 different alert systems in game:
- for "not enough rails": always spawns text, but needs map ticks to animate (from this bug report)
- for "cannot mix fluids": always spawns text, but needs game updates to animate (not affected by time pause in editor)
- for picking stuff: spawns text only if time not paused, uses map ticks to animate (can be halted mid-air by picking items from chests when game is unpaused and then quickly stop time using editor)
