Multiple pumps with low flow rate

Hi,

Setup to reproduce :
- One pumpjack
- One oil refinery (basic recipe)
- Two tanks, one for heavy oil and one for light oil
- Petroleum goes in a (short) pipe
- Three pumps connected at the end of the pipe, one in each free direction (e.g. north/south/east if the pipe comes from west)
- Each pump fill a tank

Unexpected behavior:
- Only one of the three tank is filling

Last experimental 0.17.47, also present in last stable version 0.16.51.

See 57865 and https://www.factorio.com/blog/post/fff-260 - none of the described directional problems were addressed in 0.17 so far. So until the fluid system is rewritten, this is working as expected, as annoying as it might be.
