New mod category "foundation"

Basically for mods that do not do much, if anything to the game as the player experiences it, but are there for other mods. Things like core library mods like boblibrary or my DragonIndustries, or single-feature "mod helper" mods like Off-Grid Effects or "Data.raw accessible in control.lua".

I'd call that "Library". As that's what the user would expect as a name. Currently most of them seem to be "no category" or "general", and i doubt authors are gonna jump the chance to update all their mods categories. So not sure how useful that is. Users don't actively search for library mods either. They get them automatically via dependencies. Not that i'm against it.
