A quick google search for the error code given by the graphics card (0x8876017c) says "out of video memory".

You can try lowering video quality settings or getting a better graphics card.

Open Factorio's config.ini (Press Win + R, type in %APPDATA%\Factorio and click OK. File Explorer should open and you should see folder named config, open it and config.ini should be inside of it)
Try to change line
to (don't forget to remove semicolon at the begining of the line)

There are few things about this: the error happens on the first render, just after initializing graphics device and allocating all the buffers for rendering backend + loading screen graphics. So total allocations at that point are ~35MB on 1080p. The game have not loaded game data, let alone touched sprite sheets yet at that point.
The error DDERR_OUTOFVIDEOMEMORY is DirectDraw error, but we don't use DirectDraw. Maybe Desktop Window Manager uses DirectDraw internally, that's why I want to try to change presentation model, to workaround DWM.
On default settings (texture compression enabled), 0.17 will use at most half as much of VRAM as in 0.16.

Oh, right, because the game crashed so early, it didn't save 0.17 config yet.
So just add it on a new line at the bottom of the file (after "; texture-compression=false")
