I made a blueprint of a locomotive containing fuel. I then placed the blueprint next to an inserter with the same type of fuel. The inventory of the locomotive is filled up, but the request to the logistic network does not go away. The alarm for missing items is shown for the personal roboport and for roboports in the world.
I would have expected that filling the inventory from another source but the logistic network would also cancel the request/consider the request to be fulfilled.
The attached map should be loadable without any mods.

Thanks for the report. I'm not going to change this because it would mean adding a lot of overhead to every single one of those blue requesters.
The request will go away when the train moves in any way which it will if it gets fuel through some other means.
The same thing will happen with modules if you use an inserter to put them into some assembling machine that's requesting modules.
