There are many occasions when I place a blueprint, and when manually building a Constant Combinator it will lose its settings. It does not keep the Output settings or any wire connections.

Here is the ghosted Constant Combinator after placing the blueprint:

This bug is not consistent, and I can not always reproduce it, but here are a few observations I have made:
The bug usually occurs when manually building the Constant Combinator before any of the attached combinators.
The bug sometimes does not occur if I build the Arithmetic/Decider combinators first.
The bug does not appear to occur if bots build the combinators - no matter what order they are built in.
The bug usually also appears when I copy and paste the blueprint, but not if I copy and paste the physical entities.

Hello, the way it work is, that the "manual ghost revive/fast replace" logic works only when you are rebuilding exactly the same entity with the same direction on top of the ghost.

The constant combinator can be rotated, so if you build it with different direction on top of the ghost, the settings won't be moved.
