Are there a Mod who says Loader what the did NOT load ?

Actualy you can tell the Loader or Inserter what they move. But are there Mod or configuration wich say the Loader/Inserter wich Good he NOT move ?

In 0.17, the ability to switch the filter inserters between whitelist and blacklist is built into the base game; no mods needed. The same may be true of loaders; I don't use them very often.
