[Bilka] [0.17.32] Technology Levels wrong in console when swiching Research

1. Steps to Reproduce:

1. Choose Technology [Tech1] with level [L1] and start researching it
2. Swap to Technology [Tech2] with different Level [L2]


2. Issue

Console Prints Message "User changed research from [Tech1] [L2] to [Tech2] [L1]

3. Expected Behavior:

Console Prints Message "User changed research from [Tech1] [L1] to [Tech2] [L2]
