Reduce floor speed penalty/bonus when walking on a belt.

When I walk on a belt, I get a speed bonus or penalty based on the speed of the belt, so obviously I am walking ON the belt.

Why, then, do I still get full speed penalties for the kind of floor under the belt? I think it would make more sense to halve or eliminate the flooring speed penalty (or bonus!) when walking on a belt.
