[0.17.28] Full-screen black flicker

Ever since the early 0.17 patches up to the present, I have been experiencing an odd issue where my whole screen will flicker black for a frame or two in short bursts. It happens rarely while I'm just running around, but seems to happen somewhat frequently whenever I'm in a train that is leaving or approaching a station. I have tried to capture this on video, but unfortunately have not been able to get it to show up.

I've attached my current log and dxdiag, but I'm not sure what other information might help.

Update your graphics drivers.
It appears you are running the 388.13 version, which is now up to 419.67
