Error on startup, can't start game. Invalid value ''debug'' of itemLevel at ROOT.debug.allow-increasd-zoom

When launching Factorio i get this message:

I'm not sure if the picture works, anyhow, it says this in the error box: Invalid value ''debug'' of itemLevel at ROOT.debug.allow-increasd-zoom

I tried removing all mods and re-installing the game but this didn't work.
I can't launch the game at this time and im wondering how to fix this.
I even tried launching the game on my laptop and I got the same error message.

Hello, this might happen when downgrading from 0.17 to 0.16.51 due to format changes in 0.17 config format;
Hit Win+R on your keyboard, type in %APPDATA%\Factorio and click OK. File Explorer should open, go to config folder, open config.ini and delete all of its content (don't delete the file though) and save it
