[0.17.26] Pollution not dissipating

I have a potentially related problem in 0.17.26 which is that pollution never spreads out. It stays in the tile where it was created and does not dissipate or spread out:

I wonder if this could be related?

I'm also seeing this issue in 0.17.26 where pollution is not dissipating, In the game i have screenshots of I am running mods however I started a new game with no mods and pollution again did not spread.

I also noticed that the polluting machines are in the consumers section of the menu and not producers.
