[0.17.23] 10 rocket fuels in a steel furnace

[0.17.23] 10 rocket fuels in a steel furnace

Hi

Noticed that when steel furnaces was feed with 10 rocket fuels it stopped producing.

Made a test case to prove my point and it turned out that I didn't see why it stopped.

It stopped producing because, when upgrading the robotarms it grabbed another rocket fuel and it couldn't add it to the furnace because it was full already.
