[0.17.23] All Mods are broken

Hi,

after updating to Version 0.17.23 all mods are broken because of your changings to modding.

Renaming of electricity and Error to load Mods: Technology ht_RA: Non-contiguous level: 1; followed by 1

Updated it back to 0.17.22 and its working fine.

Thanks for the report but those aren't bugs. The mods need to update - contact the mod authors.
