[kovarex] [0.17.22] Controller consistency on loading

I ran the campaign.

It crashed when I picked a small electric pole.

After that crash, I couldn't save the game neither.

Thanks for the report, it is failing on a consistency check caused by broken logic of previous version. I added a logic that fixes the state on transition to 0.17.22 to make the save loadable again.

So it is fixed for the upcoming 0.17.22
