[0.17.15] Hand gets stuck in quickbar when there are no items left

If you click a reserved spot in your hotbar (with "Pick a ghost item if no items available" on), and then press Q or click the spot again, the hand will get stuck there and you can't pick the item again until you select something else.

To reproduce:

1. Ensure "Pick a ghost item if no items available" is on.
2. Reserve a slot in the hotbar for an item you don't have in inventory.
3. Click the slot.
4. Click it again or press Q to clear your cursor.

The hand should be stuck there and clicking the spot again should do nothing.

You can unstick it by selecting another item.

Almost certainly caused by the fix for this: 67192, "Fixed that the Q that cancels wire dragging also removed the hand from the quickbar." in the changelog.
