A Question About 0.17 Pumps

So. . . I started my first 0.17 game as I am playing through it, I notice that the water pumps show less than 100 units of water passing through them. Seeing as they are a fundamental fluid source, I find this to be confusing. Shouldn't they always be passing through max throughput until their supply capacity is exceeded?

Another question, anyone know of way to make bots build from the player outwards? So annoying to plop a blueprint down and see your bots racing to begin building at the farthest edges away from you first, especially if it is a blueprint to build walls against biters.
