I started the campaign and realized that GUI elements that can be dragged around the screen have a "drag indicator" (vertical gray bars). I dragged the character inventory to the left by clicking this drag indicator (see screenshot, red ellipsis marked with "1") and moving the mouse to the left.
The "Objectives" list of the tutorial also has a "drag indicator" (see screenshot, red ellipsis marked with "2") but can not be dragged around, which was unexpected for me. I tried several times, this is reproducible.
I don't know whether you want users to be able to drag the objectives around (pro: you can look at stuff in the top left corner of the map easier – con: new players just learning the game might accidentally drag the objectives to a position where they can't read them anymore). If you don't, then in my opinion, the drag indicator should be removed from the objectives.
While not depicted in the screenshot, I realized the same bug is present in the "Hints" that are displayed below the objectives some times.

Re: [0.17.4] Objectives in campaign can't be dragged despite having the indicator for dragging
I can't reproduce it anymore in 0.17.14 so this topic can be moved. Thanks a lot for paying attention to these little details!
