[0.17] Customize starting cliffs

Background
In 0.17 you always start in a circle surrounded by cliffs like on this image

Proposition
I propose that we can change the starting circles radius.

Why?
My experience with this now is that most often the resources are overlapping the cliff circle, like iron, copper and coal in this preview:

How would the proposition help?
Being able to change the radius would let you choose if you wanted most resources outside the circle or inside the circle.

None of the maps I've been playing (with default settings) have a circle of cliffs around the starting area - I think you've just been getting unlucky?

You need to increase continuity to see it clearly, but it's always a circle a cliffs around the starting point.

Even with maximum continuity I don't see that. The cliffs tend to form circles *in general* with high continuity, but that's because they're generated from a perlin noise altitude map - just like with a real map, if you draw lines around places of equal altitude they'll form fairly smooth curves and tend to join up in round shapes.

The place where I *do* see consistent circles with high cliff continuity is around lakes, but that's not surprising as those are also based on the altitude map.
