[0.17.11] Serverlag with stable LAN connection

Hello there,

Im playing with a friend the new Factorio 0.17.x on my homeserver as a headless host. We are megabasebuilders and so far the raw technical performance is fine, but with the growingbase an issue occured:

From time to time the game slows down. I see in the F5 overview that the ups and fps are stable, but the lag(red) is blinking and the buffered ticks go to 0 from 1. This feels like a slowndown, but i don't know if its really is... We have installed some simple Mods, but nothing special. Anyone an idea what triggers this kind of behaviour?
