Does not require laser turrets, which is the only thing it affects.
Flamer Damage upgrades are locked behind Flamethrower, feels like lasers should have this too.

I think that's a valid suggestion, but it definitely sounds more like a design choice than a bug.
While energy weapon damage doesn't require laser turrets, it requires lasers. In theory, one could research it just for robot damage, therefore not needing laser turrets (which could make sense in a game aimed at the raining bullets achievement).

Yeah, i can understand that. I went back and looked at it.
the first 2 or 3 levels are just Laser Turret Damage +20%, after that it starts affecting combat robotics... Still seems kinda weird to me though.
