[0.17.11] Construction bots stuck trying to place rail over cliff.

Shift-clicked to place rails over cliffs which were marked for deconstruction.
Out of cliff explosives, bots are holding rail pieces and hovering above the cliffs unable to put them down.
I would assume they should not attempt to place the rails until the cliffs have been destroyed.

I would guess that this is intended behavior as with all those blueprint things where robots wait for e.g. the removal of wood that is in the way. But I'm not quite sure either...
