Mod Fix:0.16->0.17

At the very beginning of v0.17,many fun and useful mods don't work before an update.So I am going to fix those mods with very tiny changes of the codes.

Mods fixed:
py series.
upgrade-planner.
Blueprint_Flip_Turn.
Oil Patches Organizer.
Picker Pipe Tools.
Increased Rates.

I won't submit these mods to mods.factorio.com without permission.So if you want to use them,check the link below.

Let me know if:
1.you are the author of one of the fixed mods,and not happy with code changes without authorization or something.

you don't need to update the upgrade-planner, it is implemented in the game.
Also instead of uploading the mods to a package manager, make a pull request on github for the mods that are on github(Picker Pipe Tools and Upgrade planner are both on github)
