[0.17.5] Offshore pumps produce no water and boilers don't take any

I loaded my save after updating to 0.17.5 today, only to realize that offshore pumps seemingly aren't producing any water, no matter where I place them. It always says "0.0" for its output, though oddly enough pipes connected to it seem to contain water in them just fine.

Even with water apparently in those pipes, boilers aren't taking any and aren't producing steam, even though they have fuel and are connected to engines which have power.

Disabling mods doesn't solve it either, it still shows the same either way. I've attached my save to the post to reproduce it.

Offshore pumps generate 1200 units of water per second. 65 boilers consume 65×60=3900 units of water per second. Your pump cannot keep up.

with 4 pumps (2 per side) everything works fine
