When looking at the box below the research queue we see that the number in the name of the mining productivity research (MPR) does not correspond with the actual mining productivity research. That is, MPR 5-7 are all called MPR 5. Then when a new "tier" of MPR is unlocked, the numbering for that whole tier is stuck at the lowest unresearched number of that tier, that is MPR 8-11 are all called MPR 8. Then MPR 12 is again called MPR 12 (I cannot check any further that that).
The naming defaults to the lowest unresearched MPR, as MPR 5-7 are all called MPR 5, while the lowest in that tier is MPR 4. Below is a series of images where I have selected MPR 5-12, where we see this behavior.
This can result in a weird error where opening the tech tree gives this result (check the numbering of MPR in the research queue. MPR 6 appears twice.):
As can be seen in the second to last picture (with MPR 5-11 queued), when first put into the queue, the correct numbering for MPR does happen.The numbering goes haywire when one level of MPR completes (I had the research window closed). Below is what the queue looks like after MPR 5 completes. Now MPR 7 appears twice and the name for MPR 7 has been changed to MPR 6 (previously MPR5).

@Brathahn, you have to enable it at the time you generate a new map. Also I think if it is currently not available, it will be once you launch a rocket.
