Cntrl+C over ore patches does put ores copies in hand. You can't place them back though

Looks like minor bug to me.

Cannot duplicate. Using the Copy tool over both an ore patch and ore on the ground does not select either.

Ok. Can't reproduce it at work (Linux).
This was happens to me at home (Windows). Will try again later and report my findings.

~~For some reason Realistic Decoration Cleanup is allowing you to select `grass-1` as landfill when copying. Most probably a mod issue.~~

This doesnt seem to be a bug of my mod...

I can reproduce this copy/paste of grass-1 -> landfill with 0.17.4 vanilla (without any mods, except for base)
