[0.17] Allow frequency sliders to be set to 0 for disablable items
This affects Cliffs and Enemy Bases. The Frequency sliders for those are limited to 17%. To disable them, you need to set Continuity (for Cliffs), or Size (for Bases) to None. I initially tried setting the Frequency to 0/None, which made more sense to me.

The current frequency option does not go all the way down to 0%, only to 17% on it's lowest setting.
Unintuitively, the continuity option can go all the way down to 'none' which is currently the way to disable cliffs.
My suggestion is to not allow both sliders to go down to none or 0%, but rather add a checkmark to enable/disable this feature entirely.

According to this duplicate thread, the problem applies not just to cliffs, but also to enemy bases.

I agree that setting frequency to 0 is a more intuitive way of saying don't generate any of this item.

And once one of them is set to 0, either the other should be set to 0 as well (so that setting either slider to 0 will set both of them to zero) or some other visual indication that it's actually disabled. Maybe just disable & grey out the other slider?
