[0.17.2] Glitchy environment graphics

Issue is not save-specific, UI is not affected, the further out zoom is, the worse it looks, happening after updating the game to .17 today.

I think there was also windows update inbetween though.

- Added workaround for GPU accelerated texture compression producing corrupted textures. (65336)

This fixed it, I just wanted new log to see some more info about the problem to possibly make better fix
