Cant use The toolbar in 0.17

All I can do is toggle alt mode the game won't let me place the other tools onto the toolbar. all the other available tools like copy, cut, paste etc. are greyed out and I cant click them. Is the something in the settings I need to change?

Drag and drop items onto the quickbar.

The toolbar items are disabled until you research bots or open another late game save. It's a feature made to make the game less difficult to understand for new players.
