[0.17.1] Keyboard toggle "Alt-Mode" delay

Problem:
Toggling "Alt-mode" using the keyboard feels delayed or lagging.

Reason:
Toggling the "Alt-mode" using the keyboard, now toggles on key-UP. The delay between key-DOWN and key-UP, makes the action feel unresponsive, delayed or lagging.

Solution:
Toggle "Alt-mode" on key-DOWN, when using the keyboard.

Test environment:
Factorio Version 0.17.1
OS: Windows 10

Thanks for the report however this is working as intended: we specifically changed it in 0.17 to toggle on key up.

Which means that when I alt-tab to another window, it doesn't turn alt-mode off. That has been annoying me for weeks and I am glad you changed it.
