I just tried to manually put uranium fuel cells in a locomotive (I forgot this didn't work), and I got a popup saying "The Locomotive can't use Nuclear fuel." The same thing happens for cars and tanks.
The confusion comes from the fact that there is a fuel actually called "Nuclear fuel" which works just fine in vehicles.
I think the popup would be more accurate if it said "The Locomotive can't use Uranium fuel cell." rather than making it imply that no nuclear fuels will work.
