[0.17.1] MINOR UI - Listbox doesn't auto-scroll (specifically, mods)

Steps to reproduce:
*** NOTE: Must be a fresh start of the game (more details as to why below) ***
1) From the Main Menu, click Mods
2) Click the Install tab
3) Click on any mod listed
4) Press the Down Arrow repeatedly on the keyboard.

Things to observe:
- Once the selection scrolls out of the visible region, it continues to select the next mod, however the listbox doesn't auto-scroll to make the selection visible on screen.

Steps to reproduce a secondary problem:
*** NOTE: Must continue after step 4) from above. DO NOT restart Factorio ***
5) Press ESC to return to the Main Menu
6) Click the Mods button
7) Click the Install tab
8) Click on any mod listed
9) Attempt to change the selection with the arrow keys on the keyboard

Things to observe:
- Mod selection no longer changes with the press of the keys.
