Hey,
I noticed this issue on all saves and new games, but it's especially bad on the new intro campaign mission. I failed to capture a video of it because once I start recording (using windows game bar), it does not happen.
The only way I can describe it in words is that when the character moves, graphics in a horizontal line (sometimes in middle of screen, sometimes not) seem to vibrate or fidget weirdly. It's like the updates for movement don't keep up?
Settings: Vsync off, all graphics settings on highest possible.
Windows 10, i5 CPU, 16GB RAM,

Nope, in mine colors and brightness are fine. It looks like tiny vibrations.

Check if you have vsync enabled.

I have enabled vsync and it appears to have resolved the issue Below was my response before seeing your reply

I tried to get a screen capture of it but it does not show up clearly so used my phone to record the screen.

If you look where the mouse starts you can see slight tearing of the screen.
It is noticeable every were but shows up better against the furnaces

i have the similar issue, no matter if i turn "wait for vsync" on or off, it still happens :/

Graphics drivers can override in-game settings if set to do so, which is likely to be your situation. You can Google something like "enable <nvidia/amd/intel> vsync" and you'll find wherever you need to change that. Then why it worked fine with 16.51 ? anyway i somehow "learned" to ignore it, it just annoyed me during early base setup, but once there are more stuff on map it becomes less annoying.

Hello, can you all post factorio-current.log, please?
Press Win + R, type in %APPDATA%\Factorio and click OK. File Explorer should open and you should see file called factorio-current.log.
Alternativelly, when add it as an attachement to your post and in that case you can just paste "%APPDATA%\Factorio\factorio-current.log" into File Name field after clicking on Add files - that is if you don't play standalone ZIP version, which saves logs into its folder.
