need help with PMs stuck in Outbox

I write a PM, press send and it ends up in the outbox, not in sent messages

First I thought its a user setting, that some recipients have PMs disabled, but that also happened with a person i have exchanged a few PMs. Some ended in he outbox, some in sent.
Im not exactly new to forums, i should know my stuff. But i cant figure out why some are sent and some not.
At least its not the usual "have you clicked save draft instead of sending". I do the same every time.

Yep, I have one thats in outbox from 3.5 years
