Can't insert into my Chemical Plant

I have an oil refinery, and I'm producing plastic bars. As you all know you need coal to make them, but I can't put the coal into the Chemical plant, and very quickly I run out and as I use the fuel from the other two chemical plants to fuel my burners for my steam engine, it ruins the whole system. Can you insert coal into the Chemcial Plants, or is there another way? Because I'm removing the plastic bars using an inserter

Yes, you can do it with an inserter. Make sure the inserter is close enough, face the right way etc.. If it's not working post a pic and we can help find the problem.
