Soo... Does it speed up handcrafting always? Or only equal to the time you haven't been crafting?

Handcrafting speedup depends on the bonus that you accumulating when you haven't been crafting. And the bonus is spent after handcraft.

You will get x7 speed if you haven’t handcrafted anything for a long time.
