Smelter's input inserter stuck

I've modded 2 smelting recipes:

1 iron => 50% steel
1 stone => 50% brick

And one recipe is vanilla:
1 iron ore => 1 iron plate.

Now I feed in one belt of mixed items (iron,stone,iron ore).
The input inserter freezes after a while.

When it does freeze the smelter has no items in input and no items in output inventory. It's recipe isn't displayed.
So there is no visible reason why it input inserter freezes.

Touching the inserter (rotating) or touching the belt restarts the smelter.
Even touching some tiles of the belt BEFORE inserter (i.e rotating a tile 5 tiles above the input)
does restart the inserter.

Here you go.
Its version 0.16.51.
Mod is requered to reproduce the behavior - it's also inside zip.

To restart the production line just rotate input inserter, or rotate undeground belt, or rebuild the smelter...

Thanks for the save. I was able to pinpoint what was broken and it's now fixed for 0.17.
