Feature request: Weighted Depots

Just like the title says.
I would love a way to make the depots weighted like you can do with provider and requester stations.
Not much more to explain I think.

What could you do with this feature LTN can't do already?

Trains are selected from Depots by these rules in order:

1. depot network id matches provider and requester
2. length matches provider and requester
3. capacity best suitable for delivery
4. distance to best provider
