You cant Ctrl click rails into wagons. Works with all other items ingame.

You can't control click anything into wagons if they aren't stopped at a station or in manual mode.

I am sure it is not that because if I switch to signals I can put the stack in. Rails just don't work.

Ah I see now. The game prioritizes selecting the rail under the cargo wagon so you can build rails using the rail planner. However in this case it means you can't ctrl+click rails into cargo wagons because you can't select them.

I'll leave this to Kovarex to decide if we want to change it.
