Chemical plants that are making recipes with only liquid inputs over-buffer their output.
Inserters stop inserting into plants when the output starts to get over-filled, but pipes continue to input fluid into plants that have plenty of output buffered. Plants/assemblers should stop accepting input fluids when they have enough output waiting.
This means that liquid resources are over-consumed and denied to the rest of your factory.
I've attached a savegame that demonstrates the problem. Turn on the power switch. The plastic plant will stop producing when it has a few plastic stored, but the solid fuel plant will continue producing until it is blocked by a full stack of 50 solid fuel.

Aha! I'd noticed that the chemical plant would sometimes overproduce its product (e.g. sulfur) and sometimes not (e.g. plastic) but couldn't see the pattern. Thank you ryani for the insight.
