Factorio will not launch

So I have been away from Factorio for about 8 months now, and back then I was also starting to get an error making the game unplayable, since that error was related to an update that did not want to compute, so I decided to wait until a fix update was going to go through so I could play it again. And now since it's been so long figured it should be fixed by now, but instead of getting the error I had before I am now getting this odd error that no one in the world but me is getting (since I can not find anyone else with the same problem).

I have tried deleting files, all my old mods, and uninstalling and re-installing completely while also deleting my steam cloud saves (if the chance that was an issue).
I have a much better computer than I did 8 months ago, with a 4k Monitor, Geforce GTX 1070, AMD Ryzen 7 1700 eight-core processor, and 24GB of RAM.

So if anyone can help me on this, it would be much appreciated since I have been struggling trying to find a fix for this odd problem.

Hello, open Factorio properties in Steam Library, click "Set launch options..." and delete everything in the text field that will pop up
