[0.16.39] Inserters stuck between cargowagons

I've noticed some weird inserter behaviour when I'm using inserters between cargowagons with filtered storages. Inserters reglularly attempt to place items in the cargowagon when there is no place for the item to go, and then proceed to get stuck.
