You don't have the copper to produce the circuits for the blue inserter.

In the tooltip it states I need 32 copperplates. Thats what I have in my inventory.

You also need them for circuits.

EDIT never mind I don't know what's up with that.

The inserter contains 32 copper, but you can not produce it with 32 because you can not produce a single copper wire.
