[v16.36} Unable to use Multiplayer

Situation: some buddies and I want to play a multiplayer game

Issue: When hosting, buddies start download and end up automatically disconnecting due to latency issues and I disconnect from them for same reason when they host. They have no issue connecting to public servers or each other while I cannot due to latency again.

What I have tried:
-Restarting computer
-verified game files
-verified firewall exception to game
-uninstall/reinstall game
-placed port forwarding, verified ports work via https://check-host.net, verified port in config file
-factory reset AT&T modem/router and replaced port forwarding

I really want to play multiplayer again with friends. Any suggestions would be greatly appreciated. Thank you!

I forgot to mention that this is the only game I am having issues with. All other games work with no issue
